NHTSA is undertaking a project to understand the factors considered by state and local agencies when deciding whether to require seat belts on school buses and the funding mechanisms used to pay for seat belt installation. NHTSA proposed the information collection request in the August 9, 2017 Federal Register (Docket No: 2017-16602)
NSTA has completed its comments and is filing the following recommending that it considers are additional issues;
Determine if the additional cost of requiring seat belts results in a reduction of school bus service and force’s children into less safe modes of transportation
Examine seat belt usage rates in school districts that have mandated seat belts to determine if they are actually used
Examine the cost of maintaining, repairing, or replacing seat belts that are damaged and/or vandalized
Query drivers specifically about concerns they may have with seat belts including student discipline and the potential of them being an impediment during evacuation
Review the January 2017 report of the Louisiana Task Force on School Transportation recommendations.
