NSTA is at the forefront of Federal legislation affecting the school bus industry. In the past few years we have been instrumental in helping the school bus industry. NSTA has:

  • helped achieve a 15-passenger van provision in the Highway bill that makes it illegal for school districts to purchase nonconforming vans for student transportation;
  • helped achieve Clean School Bus provisions in both the Energy bill and the Highway bill that authorize $110 million for replacement buses and diesel retrofits;
  • helped achieve private sector provisions in the Highway bill that will make it easier for school bus operators to pursue contract work with transit authorities, leading to expanded business and more buses;
  • pushed for FMCSA's welcome interpretation of the application of the "S" endorsement to exclude drivers who deliver buses from the manufacturer or dealer and mechanics who road test empty buses;
  • prevented passage of a provision in the JOBS bill that would have significantly reduced contractors' ability to purchase new buses.
